Another way to phrase it would be: "Trophies are being awarded as per the PDGA rules, and for this event, there is no division where enough players have signed up, for trophies to be awarded beyond just first place." Still reads awkwardly, it's kinda tricky (for me) to sum up succinctly - but I understand now - thanks!

Or, it could be phrased: "Per PDGA rules, trophies will be presented to: 1st place for divisions with 2-4 players, 1st and 2nd for divisions with 5-12 players, and 1st-3rd for divisions with 13+ players. And, for this event, since there are no divisions where 5 or more players have signed up, trophies will be awarded to first place only."
