Most would Not agree that you should just sign for the lowest division. Not having a PDGA # has nothing to do with your level of play. Only you and friends you play with know your skill level. You may belong there but possibly you don't. Its always best if you can have some buddies give you an idea of what level/rating you would fall under to better align you in an appropriate division. More fun for all involved vs just registering in the lowest division.

To add to what Shelley said - a good way you can look for yourself is also to see what your normal score is at your favorite course, and compare it to a recent tournament round at that course to see how it would be rated in an event...So if you always play Alpha at Debary, look at scores from the Debary Open.
