I like the way that you have this set up, but if you have this set to be available to pay into in November I think it will double charge for any other month after October (the General Charge of $5 + the November charge) I think that November should be "required" until 10/31. Possible solution would be to make the general Fee $0 (if possible, $1 if not (donated straight to the charity)) with an Oct required as well
