I tried to prioritize keeping divisions playing together as much as possible. With so many odd numbered small divisions I would have had to split a single person off a lot of divisions to make all groups of four. With the current setup it kept most divisions together and the few cards that have a split everyone has at least one other person in their division on the card. Going to five person cards is not my first choice but it just seemed to make sense when prioritizing people getting to compete with their division.
If enough people don't like it or it causes backups I'm open to going back to groups of 4 for round 2 where I can make sure at least the leaders are playing together. I did try to make sure the groups of 3 aren't right behind the groups of 5 and theses layouts prioritize pace of play so I'm hoping that shouldn't be an issue.
