I guess I will keep talking about this even though NOTHING WILL BE CHANGED in 2010 SUMMER SINGLES LEAGUE. The handicap cap is called a Hall Monitor, it would make the highest amount of strokes you can get through handicap 15 strokes.
Does this defeat the purpose of a true handicapping system, I think so!
Does the current system work? I think so.
So why has this come up, if a player with a 0 handicap plays against a 17 handicap player, and the 17 shoots par, that means the 0 has to shoot a -18 to win (A tough score to get anywhere).
