It is based off of ratings so a person can win as many as they want so long as their rating is within the range.

Gotcha, so you can play up to anything but you just can't play down if your rating is to high?

You can move up anytime to a higher division. You can only play MA3 until your rating goes over 900. MA2 until you are over 935. MA1, MA40, MA50 and so on have no maximum rating.
