That is correct, they were offered during the week of early registration. PDGA Competition Manual 5.02.C: If mixed divisions are offered at an event, Tournament Directors must offer the corresponding women's division. After one week of early registration or one week of open registration, the TD may cease offering the division as long as Competition Manual 2.02.L permits it.

I believe the “early registration” that they’re referring to is if F divisions were open early- as a way to encourage more space for women, lots of events open registration early for F divisions. I don’t believe that opening mirrored F divisions during a week of early sponsorship/tee sign registration is what the guidance intends. Do you want me to check with the PDGA?
