Here is the answer from the Allegany County Disc Golf Club:
Yes, anyone can play in the Allegany County Disc Golf Club's Winter League. I have attached the updated schedule for your convenience. The only exception is if a player is actively under disciplinary measures from the PDGA (and our club has no control over that).
The day of the week (Saturday) and time of day (11 a.m. tee time) remains the same each week, but due to a variety of factors, sometimes the location will change. If/when that happens, it is announced on Thursdays on the Facebook page of the Allegany County Disc Golf Club.
The cost for each player, each week, in Winter League is $1. Of that, 50 cents goes to the club and 50 cents goes to the PDGA (as required).
The Spring League schedule will also be PDGA-sanctioned. It will be on Sunday afternoons at 2 p.m., and starts on Sunday, March 23, through Sunday, May 18.
