Correct, the terms are interchangeable. "Best shot" is not really a thing in ball golf. But in disc golf, you will hear the term "best shot." It does mean the same thing as Scramble in ball golf. In ball golf, there is also "best ball" but that's totally different. With best ball, each player plays the hole from tee to green on their own, and then the team takes whichever score was best. I have never seen this done in disc golf, but I think it could be fun! But in Scramble, each player takes one shot, then the team agrees which of those lies they prefer, and then they all take their next shot from that lie, until someone holes out.
