That would cause the mixing of divisions. If we break MA3 to two groups it would be a 3 and 2, you need a minimum of 3 on a card. If you drop the 2 to MA4 it's a 5 pack. If you move them with the MA40 it's a 5 pack. Best practices (PDGA) is to keep the full card a single division when possible. It's literally how Tournament Manager grouped everyone for integrity of the event per division, it limits cards to 5 max for pace of play.
