B-tier is one step below A-tier. See the PDGA descriptions for the slight differences in the two, but basically an event has to run as a B-tier for three years before qualifying to beingan A-tier. Yes there is cash payouts for professionals (PDGA requires $750 added cash to the pro pool) and for amateurs. Amateur payouts will be for merchandise credit through Great Lakes Discs.
