It's basically a discount for members; this lets us get everyone under the umbrella of the club's insurance, and also keeps things kosher for the 501C3 rules.

Could you explain the clubs insurance part? I'm not sure I understand the PDGA tournament insurance and how it plays with me being or not being a member. Thanks!
