There are 12 spots left after adding division caps. These should go to top waitlisters right? MA60 had 7 last year.

We will expand divisions with wait lists as we get closer to October, if other divisions don't fill.

I don’t understand giving preference to procrastinating registrants while early signups who have given a commitment sit and wait with a “maybe”.

Be patient for the ladies. It's more about having 4 in a division, than rewarding procrastinators.
