PDGA rating is a better metric of skill than ones PDGA number. If they aren't rated out, they could play MA3 for 50 yrs. Just my .02.

Correct. PDGA divisions are determined by skill not tenure in the game. Some people's skills grow and some plateau. Someone's PDGA player number has absolutely no relation to their skill level.
