Just my opinion, but there are ways to disincentivize lingering in a lower division and incentivize moving up that don't involve calling anyone out or explicitly forcing anyone to change divisions. The simplest would be to charge less for the am divisions and more for the pro divisions. Doesn't have to be a big change...$20-25 for ams, $35-40 for pros. That in combination with using different payout scales (PDGA has different ones for pro divisions vs am divisions) would certainly eliminate any incentive to choose a lower division because it has a larger field and thus a bigger payout.
