This is a quasi-island. Approximate Circle 1, 30’ around the basket is safe. There then is a 12’ wide tall grass ‘moat’ around this that will play as a Hazard. You throw it from where it lies with a 1 stroke penalty. Outside of the Hazard is safe. The two walking paths at the top and bottom of moat are SAFE. The Hazard is in play for all throws, not just the drive.
