It's difficult to predict if spots will open up, however your chances of being promoted increase with a higher ranking on the waitlist. If you're promoted, you'll receive an email. Otherwise, refunds will be processed after online registration closes. This event uses a single waitlist for all divisions, so your division does not affect the promotion process.
