I wouldn't say it's normal, but it happens. We cannot make anyone play in a division based on their PDGA rating (unless you start talking pro status and higher tier tournaments). It is based on what they are comfortable playing in. We did not offer any division lower than AM3 for women and men for this tournament, especially since Boyertown is a more beginner friendly course. However, we can keep this is mind for future tournaments.
