The designation between the 1, 2, and 3 are sort of skill guides. Fa1 is the top female amateur division (not age protected) , fa2 is a step down, and fa3 a step down from that, and so on. It's supposed to give players a way to be able to play with players closer to their skill level but of course anyone is free to play any of them (as long as their rating isn't above a threshold to play in a particular division), and if there are no other women playing in a division it wouldn't matter aside from if there's a course layout difference by divisions
