Retail value is used when calculating player pack value, not the bulk pricing (if applicable). I've only been playing in tournaments for the last couple years and this is standard practice across all the events I have played in. It's also worth noting that this event was intended to be a fundraising event for a local organization the puts a lot of money back into local courses. There are plenty of other events run throughout the year that use higher payouts as a way to bring in more players

That's why I asked. I thought an 80% payout would mean total entry fees collected minus what was actually spent on the one disc player pack. And that still raises money for a good cause. And the tournament director who owns the disc shop still makes money, since you have to spend your winnings at his business.
