I'm not part of the planning or running of this tournament, but I know this question came up last year and the answer was: 18 and under was B tier, but 12 and under was C tier because the tournament staff didn't want to require membership for the younger kids.

The PDGA is now requiring membership for all tier levels. So it is a B-tier for all divisions this year. I have asked multiple times for an exemption to the membership requirement and was told "No" everytime.
