Most of the time total allocation is just based on the number of holes available and number of people you can get on the course at once. You can get double the amount of people if you have them split and play different courses on opposite days. 18 holes (4 people per card) is a max of 72 people on the course at any given time. Also TD's have to space out tee times 10-12mins to help smooth flow and backups. The other constraint is daylight at this time of year.

I hear you all. Realizing if you choose to start to start at sunrise (7:30 on the 19th) and space times out 12 minutes each that’s 8 hours worth of tee times ending at 2:30 for 160 players, allowing for a 3 hour and 15 minute round for the final foursome as the sun sets at 5:45 on the 19th…. So if they sent 4 somes off every 11 minutes they could have 176 players sign up. 10 minutes could have 192 players sign up and the last card would still go off at 2:30. Just make it a point for each card to focus on pace of play. So players not to fish for discs in the water during rounds etc….
