Correct me if I am wrong, but couldn't it be ran as C-tier still, since no rule changes this year for PDGA membership for C-tier events?

It could, but you would have to follow their rules, and non-members would have to pay the extra $10.

I always forget about that extra $10. Didn't realize a B-tier was taking place later during summer. Thanks!
