When I was trying to sign up the minute it ran out of room there was no waitlist allowed. So where did this waitlist populate from? I commented the second it was full.

Whoever is running this has waitlists off. So I'm assuming they are adding them manually and then opening more slots. "Registration" is still open and I can't join a waitlist.
