If it's not safe to stand on, does that mean it's water? If so, that's OB. The actual water defines the edge of the river, not the typical banks. So, a meter in from the edge of that should be dry and safe.

I think what he may be saying is the bank of the river/creek is quite difficult to see under the snow. So while a disc may not be OB (as signified by being in water) you could still step into the creek by trying to get within a meter of the water for your lie. I did a similar thing while walking to hole 3 along the edge.
