I think he means in addition. If you choose to approach a DZ instead of throwing, it's like you lost the disc and are going. So you'd be throwing 3 at DZ

That’s fine. The rules for omitting the throw and moving directly to the drop zone is “move directly to the drop zone with 2 stroke penalty”
