FYI, only two very minor changes from 2022:
1. Added "Chain link fence OB line is defined by the bottom edge of chain link." This clarifies the ambiguous issues of fence posts as well as the rare cases where the bottom of the fence is physically deformed and bent inward or outward.
2. #14 has been updated for for the case of BOTH missing a Mando AND going OB: you now always play the Mando penalty from the DZ.
