I tried to register and couldn’t because the payment system didn’t work. I have a valid credit card and was still not able to pay. Now my division is filled. Disc golf scene says a PayPal account is not required. The last two times I sought to register for a tourney through discgolfscene this was not the case despite the disclaimer that a paypal account is not required. My days of registration through discgolfscene and thus most tournaments is over if dealing with PayPal is required.
