I think it depends on what you are looking to do. Picking up sticks and trash, sure. If you are interested in pruning, cutting, landscaping....you likely need input and permission of the park system. Unapproved and wanton "upkeep" is a fast way to losing the courses altogether. I would encourage you to reach out to those powers and find out the guidelines and obtain the specific permissions needed.
