Best thing to do is to get on the wait list. Divisional caps are subject to adjustment based on demand. If some divisions are forming waitlists while others are empty, he can move spots around to accommodate. I always encourage folks to sign up for the division they want to play in, even if they go to the waitlist. Otherwise, I have no way to know where adjustments are needed.
