I reached out to PDGA bc I couldn’t find any rules on this. PDGA says the TD can exercise the exemptions for the female divisions and allow us to play without a full card. But it’s up to his discretion.

Alyssa the rule is 2.01 K (General) which indicates it is in the TDs discretion. I would hope that the women's divisions are not be asked to play in a division which they are not competitive. It is the PDGA's opinion that TDs do not make the underserved divisions play in divisions which they are not competitive, even if that means 3 or less in the division.
