Divisional caps are subject to adjustment based on demand. If some divisions are forming waitlists while others are empty, I can move spots around to accommodate. I always encourage folks to sign up for the division they want to play in, even if they go to the waitlist. Otherwise, I have no way to know where adjustments are needed.
