Lance all we can do is ask a player to move to a larger division. But nothing is saying a player is not aloud to compete in an offered division by themselves. The reason we ask for three players is because we are providing trophies to the winners and if we had three players interested in playing MP50 for example we would have to open the extra division at that point.
