I heard there is a rule if the rating changes w/in 2 weeks of tourney the guy can stay in his registered division.

Your rating jumped to 830 which is still within the Novice range(000-849) so you are good. You are correct regarding the within 2 weeks rule but it would only apply if you jumped to 850 or higher.
