The way this is being played is that you have to establish a safe lie on the first island before proceeding to the second drop zone. If your drive goes over the second island but does not come to a safe landing, then you proceed to the first drop zone. From the first drop zone or if your drive landed safely on the first island, and then you go OB, then proceed to the 2nd drop zone.
