We are playing it as the entire 5 holes, so as you stated, whoever makes the putt on the previous hole cannot throw the tee shot on the next hole. The only exception to this would be the first Alternate shot hole your card plays. For the first one, your team can decide who throws the initial drive, regardless of who made the putt on the last tough shot hole.
