if the change is within 2 weeks of the event, the TD may let you still play in that division... or not. It's up to them. See: https://www.pdga.com/faq/ratings/new-ratings-now-above-cutoff

So even if someone may have registered months ago, if their rating bumped them into a new division they could be bumped from the tournament back onto a waitlist?
