I wasn't a Tournament Official for this one, but I have been a Tournament Official before. If a person hasn't notified the TD of their withdrawal, the TD has to give them a chance to show up, even if they show up late. I had a player show up 16 holes late and they had to be allowed to play with their group. PDGA Live Scoring waits 4 holes before asking if a player should be removed. So you could have waited for 4 holes to be played and then ask to be added from the waitlist. But the real issue is with the players who don't show up, don't intend to show up, but don't notify the TD of that.
