There were 90 spots available for any given divsion. No specific division was capped. If there are only 3 women signed up for a division, that is because that is how many signed up before the event filled. The earilerest a pool filled (which was the Pro Pool), took about 20 minutes to fill. That is more than enough time for those who wanted in to play to get in if they signed up right when registration opened. The players on the waitlist are ones who waited to sign up until after the event filled. Next year we are changing the format to accomodate alot more players and will allocate spots specifically for women.
