Not a dumb questions at all! For this particular tournament, unfortunately the waitlist is the only available option at this time. But please don't let this discourage you from continuing to sign up for a PDGA number. I highly recommend to still sign up for other events and as far as what division you should play, I don't know. I'd say if this is something your just testing the waters with you can't go wrong with any division. But if your looking to compete at the highest level, I'd say Pro/Open would be the best place to go. But over all I don't think there is a wrong answer once you get there you can always across divisions according to your skill level.
