It seemed backwards to me also so I asked and was told this was correct. Seems weird to have open playing the short and am playing the long.

would like to understand the decision that went into that, makes no sense to me at the moment.

I would assume that it would mean par 3 from shorts for A Pool and par 4 from longs for B Pool. Just my opinion, but that would be my guess.
