For what it's worth, I have signed up for two A tiers already, one of them being DGLO, and no certification was required. However I do see some A tiers that are requiring it, this being one of them. Since it doesn't seem to apply to every A tier event it could be up to the discretion of the tournament director. My speculation being that with all the newer players getting into tournament play, not everyone knows the rules so this is a way to cut back on potential rulings the TD would have to deal with, espeically with an Am field this large. Even in Am2 last year I had several instances where people were breaking rules unintentionally so I think it's for the best. Also I don't see why the fee incurred upon completion of the exam would have any reduction on the entry fee in the same way daily parking passes for parks are not covered in the entry fee.

John TD's are required to be certified yes but players do not unless they are competing in pro tour or national tour events. Requiring it for a tiers is at the TD discretion for event participants. Kinda bummed this is being required this year because I was really looking forward to this event
