Well, I cant speak for the other events or TDs, so I can't really answer the first part of your question. As for the second part...out of luck? I don't know if that's how I'd phrase it. From my perspective, its a great sign that the sport is heading in the right direction. It means that we have a real tour with real professionals and that other players in the sport have a skill level to strive for and a goal to achieve before they join the ranks of the tour. There are now different levels of events for players to "rank up" through and fans have something more interesting to watch. It adds value to the higher level events and higher level players. In the near future I suspect that events like these will no longer even have open registrations. They will become "stops on the tour" where all of the players have qualified to be at the event long before it ever starts. All good things!
