The description says something about mulligans, but no other info mentions that. Is this part of the tournament? That doesn’t sound kosher for a PDGA event. Are the rules that flexible for XC tiers?
X tiers are given an X description because they dont follow one or more pdga rule

Mulligans will be $2 per mulligan and will be paid for at the end of the round via CASH ONLY!!
