The last tournament there we played a hazard. If you didn't make the island, you shot from where you landed with a penalty stroke. There was an area before the island that was O.B. That would cool if we did that again

Yep, and another tournament I was in there, my division (MA60+) and others played from the short tee. I can't remember if that was the one with the area between the tee and the island played as a hazard. Then there was a tournament where there was a line close to the island and everything between the line and the tee was 'safe'.

I have a simple solution to this. Since we don't know the rules, just try to get on the island. It is only like 250' ish. If you land short play as hazard, simple. If it turn out to be from the secondary tee pad or a drop zone, well at that point you should not miss the island. Even a beginner could get it on the island from the second tee pad.
