Looks like there are 4/5 branches that need 3 players to make even teams of 4. Have you considered changing the team round to a doubles round so you only need to find 4 players instead of 12?

Having 1/5 of the field be non-veterans feels like it would miss the mark a little. Also with only 50-something registered, there will be plenty of space on the course for cards of 4 instead of cards of 8.
As far as a branch winner, you could average the top 2-3-4 whatever teams from each branch (sorry coast guard). It's a slight advantage to the branches that showed up with numbers, but nothing crazy.
It would mean a little less socializing on the course, but Probably worth it? We could hang out at the skills events and stuff.
Also with only two rounds everybody gets more golf. Each player will throw twice as many shots in a best shot doubles round as they do in a team round (same amount of throws in a alt shot round as a team round). We'd get 2 rounds of golf over the weekend and not 1.5
Not trying to step on toes or throw a wrench in last minute, just thinking about the event and how to not need to find 12 non vet players to fill it out. I'm hoping it's actually less work for you than more work.
Really appreciate all the work you're doing on this, hope the numbers bump up next time.
