General course rules - Road is defined as asphalt, not gravel. Any water that is in ditches or gully is casual. Only OB water is the lake itself. On top of any building is OB. Not all tall grass is OB. Please read OB Rules for each hole as the tall grass is hole specific.
This may come in use for some of you:
PDGA RULE 809.01 Abandoned Throw
A player may choose to abandon their most recent throw by declaring their intention to the group. The abandoned throw and one penalty throw are counted in the player's score, and the player plays from the lie from which the abandoned throw was made. Penalty throws incurred by the abandoned throw are disregarded.
Reasoning for tall grass as OB - to speed up play and keep the tournament on pace, and because the tall grass is so clearly different than the short grass. If a disc goes into the tall grass and you cannot find it, per Rule 806.02 your lie is either where it went out of bounds (with 1 m relief) or previous lie. You cannot be penalized for both OB and lost disc. There is only 1 penalty throw, plus the two actual throws.
