Yes, the course is "cartable". I would say it is comparable to Ryan Ranch and if you bring your cart to Oaks at CSUMB then you will be fine at the Presidio.

This is a public park just before you reach the security gates. You will see tournament central and the baskets and the cars and all the players throwing discs as you enter the park.
