Mixing up the groups 1st round is how shotgun starts have been run as far as I can remember. It helps speed up the play 1st round. It also helps to assure that at least one person on the card has played the layout. If I was running a public course as a business I would definitely rather do tee times.
Remember cards are not final until after players meeting.
