There are pros and cons to each. In theory, color-based divisions create an even playing field based on ratings and largely prevents sandbagging, which we all know happens. That said, ratings don't always truly reflect a player's ability, and we've all seen players sometimes play 50-60 points higher than their ratings. The PDGA created a perfectly logical divisional format which is more inclusive and allows certain groups(women, age protected players, youth) the ability to play with and compete only against others in their same classification. Ultimately, it is the prerogative of the TD to do what they wish and the player's prerogative to decide to play or not play.
